There are two possible situations going on to explain this shit......

1. The Government has some new top secret technology that they are experimenting with in the sky and they assumed nobody would notice while trying it out.........i'm thinking it could be a new cloak for war in the future....that would be a perfect tactic to fly into a warzone as a cloud and bomb everything in sight while the enemy is looking for some Jet in the sky only to see nothing but clouds lol.....

2. A U.F.O disguising itself as a cloud .....which seems a little more crazier than the first scenario because scientist know how clouds form so it would make sense for them to know how to make a cloud form quickly? Yeah?....I know im not the only one who thought it could be a government deal...
